Our Projects

District Development Project (DDP)

The Legislative Support Project (LSP), commonly referred to as the District Development Project (DDP), is a flagship community development initiative implemented by the Liberia Agency for Community Empowerment (LACE) under the financial appropriation of the Government of Liberia. The program is designed to support lawmakers in delivering direct, tangible, and timely development interventions across the 73 electoral districts of Liberia.

Purpose of the Project

The LSP/DDP aims to:

  • Provide equitable development support to all districts in Liberia.
  • Address community-identified needs through small to medium-scale infrastructure projects.
  • Strengthen the role of legislators in responding to local development priorities.
  • Promote community participation, ownership, and sustainability of local projects.
  • Ensure that national resources directly benefit citizens at the community level.

Key Components

  1. Infrastructure Development
    The program focuses on constructing and rehabilitating essential community structures such as:
    • Schools, classrooms, and libraries
    • Health posts and clinic facilities
    • Town halls, palava huts, and community centers
    • Market structures
    • Water, sanitation, and hygiene facilities
    • Youth and sports facilities (basketball courts, football pitches, etc.)
  2. Legislator-Driven Needs Assessment
    Lawmakers play a central role by identifying community priorities in consultation with local leaders and residents. These identified needs are then forwarded to LACE for technical verification and implementation.
  3. Implementation by LACE
    As the government’s statutory agency for community empowerment, LACE ensures:
    • Technical design and engineering assessment
    • Transparent procurement and contractor selection
    • Quality supervision and monitoring
    • Proper delivery of completed projects to communities
  4. Community Involvement
    Communities are engaged throughout the process—from planning to monitoring—ensuring effective accountability and long-term care of the facilities after construction.

Budget and Financing

The LSP/DDP is funded through allocations in the National Budget under the Legislative Support Project or District Development Fund. Annual appropriations enable lawmakers to submit priority development projects, while LACE implements them using standardized procedures to ensure efficiency and accountability.

Impact of the Program

Since its inception, the LSP/DDP has contributed significantly to:

  • Improving access to education and health services.
  • Expanding public infrastructure in remote and underserved areas.
  • Enhancing youth development through sports and recreational projects.
  • Strengthening the relationship between citizens and their elected representatives.
  • Creating temporary jobs through community-based construction works.

Many communities across Liberia continue to benefit from the delivery of schools, clinics, town halls, marketplaces, and recreation centers constructed under the program.

Updates-District Development Project (DDPs)

The Government of Liberia under H. E. Joseph Nyuma Boakai implemented several projects under the District Development Projects (DDPs) FY2025. These projects were part of the Legislative Support Project (LSP) activities across Liberia’s 15 counties, highlighting both Senatorial and Representative projects.

To enlighten our understanding, the DDPs is a government initiative that channels funds through lawmakers (Senators and Representatives) to undertake community-driven development projects in their constituencies. It aims to promote decentralization, local participation, and infrastructure improvement at the district and county levels.

Presidential Engagements

Office of the First Lady of Liberia

Getrude Yancy Public School Renovation Project in Klay, Bomi County

LACE has begun the full implementation of the renovation project at the historic Getrude Yancy Public School in Klay Township, Klay District, Bomi County, Liberia.

Established in 1962, the school was founded to create an opportunity to provide education to the children in that part of Liberia. Over the years, it has produced many prominent individuals, including the First Lady of Liberia, H.E. Ketumu Boakai, who received her early education there. It was at this very institution that she first learned how to speak English, making the school a meaningful part of her life’s journey.

In recognition of its impact on her, the First Lady, during one of her recent visits to the school, she pledged to give back by ensuring that the entire facility would be renovated. She promised to transform the school into one of the finest learning institutions in the country—a place with modern infrastructure that would attract children and motivate them to pursue their education with pride.

According to the school’s Principal, Mr. Kerkulah Yarkpazuah, the campus was initially used as a demonstration school before being transitioned into a full public school. He noted that once completed, the renovation will not only improve the school’s appearance but also create an enabling environment for effective teaching and learning, benefitting hundreds of school-going children in Klay District and beyond.

The renovation work is being carried out by the Marine Construction Firm, a Liberian-owned construction company. The project is being implemented by the Liberia Agency for Community Empowerment (LACE), under the leadership of its Executive Director, Mr. Julius K. Sele.

When completed, the Getrude Yancy Public School is expected to stand as one of the best in Bomi County in terms of structure and learning atmosphere, fulfilling the vision of the First Lady and the community: a school that inspires children the moment they see it and one that strengthens the future of education in Liberia.

Office of the Vice President of Liberia, H. E. Jeremiah Kpan Koung

During the period, LACE with funding from the office of the Vice President of the Republic of Liberia, H. E. Jeremiah Kpan Kong via the Fiscal Year 2025 budgetary allotment initiated several projects which have made significant gains so far. These projects are a clear demonstration of his unwavering commitment to the development and wellbeing of his people.

Implemented by the Liberia Agency for Community Empowerment (LACE), the ongoing construction activities span across various towns and districts in Nimba County. The initiatives include the building of health centers, youth empowerment hubs, and guest houses — all essential infrastructures that will improve public service delivery and stimulate local development.

Among the key projects currently under construction are:

  • Gbaoulay Health Center
  • Bahn Health Center
  • Zekepa Health Center
  • Butuo Health Center
  • Tappita Youth Center
  • Dinplay Guest House
  • Karnplay Health Center
  • Nimba County University

These facilities are not only poised to enhance access to quality healthcare for residents in Nimba and nearby counties, but they will also serve as safe spaces for youth engagement and hospitality for visitors, thereby boosting social development and economic activity in the region.

The construction work is being carried out by Victoria Kwagru Construction Company, a reputable and experienced firm based in Nimba County. Their selection highlights the Vice President’s intentional effort to empower local businesses and create job opportunities for local residents. As the concrete blocks rise and steel frames take shape, a new chapter is being written — one of hope, growth, and community empowerment. The people of Nimba County stand united in anticipation, with hearts full of gratitude for a leader who is turning promises into visible action.

Nimba University

Nimba County University where an annex of 10 additional classrooms is currently under construction is also funded by the Office of the Vice President of Liberia, H.E. Jeremiah Kpan Koon, following an appeal from the university due to a shortage of learning spaces. Students had previously been forced to use facilities outside the University for their Classes, a challenge the new annex aims to resolve. The construction of the annex reflects the government’s responsiveness to the educational needs of young Liberians.

Dupkuyee Public School

Lastly, Dukpuyee Public School another initiative funded under the office of the Vice President implemented by LACE is expected to bolster and improve the education of citizens of the township and surrounding villages. This round of visits during the period under review highlighted LACE’s commitment to ensuring quality implementation of community development projects across Liberia, with a strong focus on health, education, and economic empowerment.

International Partnership Projects

ECOWAS Cross Border

In February 2025, LACE, in partnership with ECOWAS, participated in the official planning of the dedicatory exercise of the Bo Waterside Cross Border Market handover. The modern facility, equipped with water systems, electricity, and sanitation, is set for dedication by President Boakai. Stakeholders agreed on smooth relocation of local marketers to facilitate further border development (e.g., LRA and immigration office construction).

ArcelorMittal Corporate Social Responsibility

The Government of Liberia, through a bilateral agreement with the Government and People of Japan, is currently funding the construction of the Sekimpa and Buchanan Medical Facilities. These facilities are designed to address the pressing health needs of residents in their respective counties. Additionally, they are expected to extend healthcare services to neighboring counties, including those along Liberia’s borders with Côte d’Ivoire, Guinea, and Sierra Leone.

Each of the Sekimpa and Buchanan Hospitals will comprise six main structures:

  1. Surgery Department
  2. Pediatric Wall
  3. Laboratory
  4. Medical and Pediatric Unit
  5. Male and Female Wards
  6. Laundry Facility
  7. Administrative Building
